The planning for the spatial development of China Nuclear Power City provides for the construction of a three-dimensional China Nuclear Power City, creating the conditions necessary for contributing to the development of the nuclear power industry in China. 1. Qinshan Nuclear Power Generation Base Qinshan Nuclear Power Generation Base has Qinshan Phases I, II and III nuclear power plants. Fangjiashan and Qinshan Nuclear Power Projects form a group of nuclear power generation facilities. In order to make full use of the land, modern sightseeing agricultural demonstration zones will be developed in the restricted nuclear power area to promote the bidirectional development of production and tourism based on using technologies in the nuclear and agriculture fields. 2. Nuclear Power Operation Service Base The Qinshan service base used in running the area’s nuclear power plant is adjacent to the nuclear power generation base. Nuclear power service enterprises in the service base support the production and operation of nuclear power plants. In addition, the service base also houses the nuclear power popularization center and spare parts center. Nuclear power technology applications, such as the radiation station, nuclear hospitals and other industrial systems, are introduced by the service base in order to enrich services provided to support nuclear power plant operations. 3. Nuclear Power Life Community There is the Haiyan vocational &adult education center, which is an integrated school offering high education, secondary education and training course. The school has 90classes and 20 specific subjects including computer science and application, accounting, electronic technology, digital technology, secretarial services, power supply technology, electronic commerce, electrical and mechanical technology, vehicle driving and maintenance, business english etc 4. Base for Research & Development for Nuclear Power and Equipment Manufacturing in Haiyan Economic Development Zone Big Bridge New District. 5. Better integrating the developmental trends According to the plan set out for the development of nuclear power industries in China’s Nuclear Power City, the establishment of development areas in Haiyan Economic Development Zone Bridge New Distrct would help achieve the objectives of: better integrating the developmental trends of the nuclear power industry, making better use of the advantageous conditions of convenient transportation, ensuring an excellent environment for scientific research and production, creating an excellent base for experimentation with the nuclear power plants group in Qinshan, and, promoting the process of localizing the nuclear power industries. Land would be provided for the settlement of small and medium-sized joint-ventures with overseas partners. At the same time, the creation of a green industrial park within the China Nuclear Power City, boasting a beautiful natural and ecological environment, would fulfill the need for a base both to (1) develop and experiment with the retirement and extension of nuclear power plants, and (2) to independently develop large-scale manufacturing of heavy-duty equipment used in nuclear power plants. 6. China Nuclear Power City Center China Nuclear Power City Center will act as China’s interface with the world and serve the whole country by: facilitating the constitution of a nuclear power safety culture in China, conducting the comprehensive management of large-scale nuclear power plants, research & development, authentication and inspection of nuclear power products, and by enabling control over the production chain for a full range of nuclear power equipment. China Nuclear Power City Center will lead national efforts to develop the nuclear power industry in China, integrate the new city planning scheme of Haiyan County, and combine the new city center planned in the scheme so as to establish a China Nuclear Power center that integrates the study, management, project development, bidding authentication, conferences, exhibitions, publicity, training, and management bodies for domestic and overseas nuclear power enterprises. Construction will involve city center headquarters, a convention center, a headquarters for nuclear power enterprises, a financial and commercial service center, a culture publicity center and a tendering, bidding and inspection center 7. The Main Axis of China’s Nuclear Power City – Marina and Harmonious Culture Boulevard The nuclear power industry represents the biggest investment and the most complex social group in Haiyan County. Nuclear power culture exerts a significant role in defining Haiyan County culture, and should be fully integrated into the county’s traditional culture so as to build a China Nuclear Power City basing itself on a background of enriched cultures. This is also a tenet of building the China Nuclear Power City. |
