Located in the Yangtze River Delta’s one hour economic circle, Haiyan has talent support from higher education and scientific research institutions in Shanghai and Hangzhou cities. This gives enterprises the opportunity to attract talented workers - senior technical personnel could work in Haiyan but live in Shanghai or Hangzhou. It is convenient for recruiting general production workers locally; Haiyan has abundant labor resources, with 12 million long-term resident migrant workers in the county, mostly having had a high school education.

Haiyan Adult Vocational and Technical Education Center, which is the national key vocational school, can focus on the needs of staff training with its business orientation courses. The center always adheres to the "employment-oriented" and the "order-oriented" training education model, continuously promoting cooperation with enterprises, combining "industrial practice" and “research” into daily studying. A 95% annual employment rate shows that graduates are in high demand. The center trains more than 4,000 professionals every year in a variety of fields.

Qualified nuclear power engineers and technicians

Since China's first self-designed nuclear power plant, Qinshan nuclear power plant, launched in Haiyan in 1982, a large number of nuclear experts and senior professionals have settled in Haiyan - many of them still serving the Chinese nuclear power industry today. Organized by Haiyan Economic Development Zone and Haiyan government, many retired nuclear experts assist and participate in training and give lectures regularly in Haiyan Nuclear Power Industrial Park.
